Summary Analysis of Biden's Free College Tuition Plan

President Biden has proposed that federal and state governments jointly cover the costs of college tuition for all in-state students at community colleges and all in-state students from families earning up to $125,000 at public universities. A new study by renowned economist Robert Shapiro shows that the plan would sharply lower financial barriers to college access and so promote more inclusive upward mobility.
